Is there ONE ANSWER to the puzzle of how to get the lowest rates on phone calls?
No. At least I have not found it. Each carrier has positives and negatives.
But here is something that is close enough that I got into it.
Tel3advantage has great long distance rates, overall.
As you can see from this grid, rates can have a large range.

Google Voice is available through your gmail account. I used it successfully for $10 worth. (You have to buy credit if you want to call outside of US or Canada.) Now, mine is stuck. Working on it.
Magic Jack needs a jack you plug into the computer. Cost $49.95 which includes first year. After that, the annual fee of $29.95, which was just increased from $19.95 per year. Call quality not the greatest and one cannot call conference call numbers.
Yak is a service you can add to your existing land line phone. Call quality good.
Skype quality varies, but is generally good. Skype to Skype is free.
Google, Magic Jack and Skype are all internet based.
Yak and tel3advantage use your landline phone.
You will notice where Google and tel3 shine is in calling cell phones in Europe.
That is expensive with the others, going as high as $2.50 a minute for some mobile phones in the UK. !!
Bottom line: I am giving up Magic Jack as their costs went up.
I am using Skype for calls to the US and Canada and to landlines in Europe.
I am using tel3 (through an 800 # as no access # available in my area) for mobile phones in Europe.
